The first phase of the project in the Miyagi Prefecture north of the capital Tokyo, will require a 420 billion yen investment. Taiwan's Powerchip Semiconductor Manufacturing Corporation (PSMC) and Japanese financial conglomerate SBI Holdings have chosen a site in northern Japan for an 800 billion yen ($5.3 billion) chip manufacturing plant, the two firms said Tuesday. The PSMC and SBI factory will manufacture semiconductors in the 28 nanometer, 40 nanometer and 55 nanometer categories. U.S. memory chipmaker Micron announced in May that it would invest up to 500 billion yen in Japan over the next few years, including into manufacturing. In June, a fund backed by the Japanese government proposed a 903.9 billion yen acquisition of semiconductor materials giant JSR .

Hong Kong is Japan's second largest market, after mainland China, for agricultural and fisheries exports. Although the details of Hong Kong's ban remains unclear, Halry Yu, 42, owner of Japanese restaurant Hassun, said more than 90% of seafood sent to Hong Kong is gathered in Tokyo. “If they ban imports that come via Tokyo, I think all sushi restaurants in Hong Kong will be in trouble. “The study fills an important gap because it identifies specific developmental delays (in skills) such as communication and problem-solving associated with screen time,” said Nagata, noting there haven’t been many prior studies that studied this issue with several years of follow-up data. The study measured how many hours children used screens per day at age 1 and how they performed in several developmental domains — communication skills, fine motor skills, personal and social skills, and problem-solving skills — at ages 2 and 4. By age 2, those who had had up to four hours of screen time per day were up to three times more likely to experience developmental delays in communication and problem-solving skills. “Kids learn how to talk if they’re encouraged to talk, and very often, if they’re just watching a screen, they’re not having an opportunity to practice talking,” he said. Be choosy about when you rely on screen time, and turn devices off when they’re not in use, Nagata said.

North Korea has escalated its weapons tests and fiery rhetoric as the U.S. and South Korea continue large-scale joint military exercises this week. An hour later, North Korea fired two suspected short-range ballistic missiles toward the sea from the Gaechon area of South Pyongan province. On Oct. 4, North Korea launched a ballistic missile over Japan for the first time in five years, prompted a warning for residents there to take cover. The South Korean government source said officials suspect it was a Hwasong-17, North Korea’s most advanced intercontinental ballistic missile that was first successfully tested on March 24.
